Unless you are wearing a costume (see below). 2) not saying "Trick or Treat" or "Happy Halloween" - simply holding out your bag (unless you are under the age of 3 and can't talk yet and are adorable) and staring at me is not enough. 3) not wearing a costume, and then when I say, "Hey, where's your costume?" or "What are you for Halloween this year?" you reply with "I dunno."
